1. The 32 autobids currently in place
2. The top 32 non-autobid teams in a composite of the 20-ish best computer ranking systems, where "best" is determined by how well they have predicted tournament performance in the past 5 years
3. The last four spots are selected by the committee, but they must be chosen among the non-autobid teams ranked 33-40 in the composite, and the committee must unanimously agree if they replace any team ranked 33-36 with a team ranked 37-40.
4. The committee then takes those teams, which are given to them, and determines seeds, but is constrained first by a restriction from moving a team more than one spot from where it should be seeded according to the ranking composite and second by the typical religious, geographic, and conference-based restrictions already in place
