It was easier to move the smaller females and males so a lot of young bulls were put in a new environment, Pilanesburg in the case of the story, and ran amok without the guidance and discipline offered by older males. That is when they decided to bring in some of the bigger males, despite the difficulty to transport them from Kruger.
