Are they consistent with their threats of discipline? Example: "stop that behavior or you can't play with my phone!" Bad behavior continues and he gets phone anyway.

Kids thrive on consistancy and routine. Seen similar things and usally those things aren't present.

Have her look around for a Love & Logic parenting class. They're usually taught through local family
