To many refs call the step through traveling just because it looked different.
The rule is, you can pivot as many times as you like on that post foot without traveling. AND after a number of pivots, you can take a big step and raise that post foot and then shoot or pass and it is NOT traveling. You can go fake up, under, pivot back, pivot through again, lift that pivot foot and jump off the other foot and shoot or pass. NOT traveling. UNLESS you drag that pivot foot.
