I understand there are a few people and on some ramps where that is an issue. OTOH, there is a ramp I often take that is quite long, maybe half a mile (it goes up and over an exit ramp leaving the freeway). While it is uphill for the first bit (to get over the other ramp) then it steadies out — yet some people, once they get at the top and the ramp levels, quit accelerating. They instead keep going 40 or 50, only accelerating after they are "on the freeway" and have to merge with traffic. There is no excuse for them trying to merge there at 40 or 50 when the speed limit is 60 — and many cars are going faster than that.
