and fill out the rest of the 16 teams using strength of schedule, W-L record, coaches poll, etc and let them go at it.  Only the last 2 teams play a 14-game season.  That reduces injuries and also allows "student-athletes" to concentrate a little more on the "student" side of college.  Rotate the places where all the playoff games are played so that every bowl game location can still enjoy/share the money each playoff game will bring.
