That's how I felt shopping for a car for my brother a few years ago.
We went to two dealerships in Orem. We walked around one for about 20 minutes and found a car we liked. We couldn't see any salesperson outside (not even one with another customer). After waiting another 10 minutes we left for another dealership.

The next dealership was even worse. We saw two salesmen standing by the door. We parked and walked around but couldn't find where the used section was. After 10 minutes we finally found it and found a couple cars we liked. As we walked up to the front where the two salesmen had been standing we noticed they were now with other customers that showed up after us. We didn't care how good of cars they had. We left the dealership immediately. It was obvious the salesmen didn't care about somebody shopping for a 15K-20k car. It's not like it was a Porsche dealership or anything either. It was a Honda dealer in Orem.

It's funny how when you don't want a salesman they are right there. When you want one they disappear like ghosts.
