I think this would work both ways.

Excellent G5 players may transfer “up”, but P5 players buried on their rosters would also likely move “down”.

Not necessarily. We’ve had luck with several P5 players transferring to BYU.

Bummer it doesn't go into effect July 1. But I guess they wanted it to start in 2019.
