No, there's no water touching any food.
I've never done it either but it's a simple concept. Everyone says boiled when they know it's not touching any water.

The idea is to cook everything evenly rather than a high heat making the outside overcooked by the time the inside is proper.

It's not like you're just throwing meat in some water. That's disgusting.
