My guess is that where the student is from is one of the larger factors
And another factor I think could be the family situation, particularly if the applicant is a convert or their family converted.

My recollection is that one of the primary missions of BYU is to develop future Church leaders — and to that end there is some priority to applicants from areas without a large LDS population. I also suspect that they want to help students that are converts to Church to build and strengthen their testimonies — build them into future leaders.
