So far more people moved to Utah than started work in Utah and stayed, and
more people moved to Utah than never worked in Utah. If you add the "considering moving to Utah" people to "never worked in Utah", then there are more that never worked in Utah, but even so more people moved to Utah or are considering it than people who never worked in Utah and don't want to.
So I think the stereotype is deserved.
