Ok then explain when 8 guys run over to one side and line up as if to go out for
A pass, leaving 1 guy alone on the other side and 1 guy to snap the ball to 1 other player?

Again, you can shift all you want before the snap as long as you're set and ina legal formation when the ball is snapped
