This is exactly how you play a freshman quarterback.
Especially with 4 games he can play and keep a redshirt.
Clearly he’s no. 2 on the depth chart. They played him consistent with that—only bring him in once the game’s not in doubt. Get him whatever plays you can, as the situation dictates.
