That is not the point.
Your analogy is accurate. That is not what is being argued. Heavily MeD. is stating that private institutions do not accept money earmarked for specific sports or that it is a rarity. This is common practice, that is the point.
While what you say is accurate that is not the argument, earmarking money (sometimes big money) for specific sports is normal.
