That’s not why bowl games exist.

They were originally created to promote tourism for the city that hosted them. That still continues today for all the bowls that are not owned by ESPN.

The ESPN-owned bowls exist to provide inventory for the network. Those games could be played in empty stadia and it wouldn’t make any difference to ESPN.
