I know what I'm talking about here, my son has PWO offers from both BYU and Utah and also has scholarship offers to the same schools as the Wissler boy plus some others as well. The PWO is nothing to just sneeze at, it guarantees acceptance into the school as well as a spot on the team. The Non-committable scholarship offer means that the kid is only wanted if someone else doesn't accept that has the same offer. Although a non-committable would probably become a PWO if the kid higher on the board does take the offer.
Basically a non-committable is used to try and keep a kid on the line while the school waits to see what a kid they have ranked higher does. If that guy goes somewhere else then they change it to a regular offer and the kid can commit if he wants to at that point. It is better than the PWO in that it has the chance to be an actual scholarship whereas the PWO probably does not although even those sometimes become actual scholarship offers depending on what other kids do.
