Its not good if he can't play receiver. He was injured and new to S last year.
He will be a good backup that gets regular time. Will he do that in 1 year as WR?
He doesn't have elite speed. He doesn't have great size for a WR. Does he know how to run routes? Can he block? Can he catch? Maybe let him try a bit in the Spring, but with only 1 year left, I feel he likely makes more of an impact at S.
