You know the answer to the question, but won't concede
One of my best friends is a professor. His salary gets paid if he has 15 people enrolled in his class. If 25 people show up one semester, he gets paid exactly the same. It costs the university nothing to add an extra person to academics based programs, so long as they already have the minimum number. In fact, the university makes more money if more people show up, although they do put a cap at some point to not overwhelm the professor.
