In WA (when I was 16), after the 6 months you were still only allowed 2 friends
until you had been licensed for a year. I got a ticket because I had a full car at about 9 months. I always knew about the 6 month rule but had no idea about the 6-12 month thing. Not sure if this law still applies in Washington, or if it exists in other states.
