Ignorance, sure. Maybe stupidity, but definitely not selfishness in most cases.
You really think they are going around saying, "Screw everyone else, I'm safe, I don't care if you die."
It’s only selfishness if they understand it from your perspective.
Their “understanding” is different from yours but their motivation is often the same.
That is why education is the key.
