Thousands ≠ major population center. I have no issue with nuclear power plants
being built where several thousand people live, or if thousands work at the plant. That seems like a reasonable risk.
Major population centers measure their residents in hundreds of thousands or millions, not in thousands.
As for San Diego, subs and ships are designed to be out of port and on the high seas as much as possible, of course.
