So for an engine alone it's section 3.2, which states if it's not the same type of motor
He had before, it's a violation of the clean air act when installed in the vehicle. That could be an issue if you have emissions testing.
Other than that, looks like it can be imported as an 'automotive part'.

It has to be 25 years old if it's a non US certified motor (some Canadian ones are)

Depending on state, I’m doubtful it needs to pass emissions.
