the appraiser selection guidelines were revamped for this very thing. Lending production staff were no longer allowed to order appraisals. It had to be an unrelated person in the organization that just dealt with the appraisers. They also had to do it in a rotating schedule so that all certified appraisers were being used. I don't even think the appraisers were allowed to know the loan amount.
