by deciding how many teams each conference deserves to get in and then picking the teams. They evaluate each team individually compared to other similar teams. Is there P5 bias? Sure, a little bit. But it's not like they're out there determined to get as many Pac-12 teams in as they can possibly justify.
The Pac-12 was absolutely horrible this year. Everyone except maybe Larry Scott agrees with that. But Washington was a legitimate tournament team and ASU was a legitimate bubble team based on a lot of Q1-Q2 wins. And Oregon won an automatic bid based on winning their conference, which goes for even the smallest of conferences as well. They stole an extra bid for the conference the same way SMC stole one for the WCC.
