the dudes he is hanging out with are clearly on them, and hanging around a bunch of guys that encourage each other to injust substances into their body (or howether they choose to take their roids) is NOT a good idea for someone trying to recover from a drug addiction.

Trading one addiction for another doesn't solve anything. Yes, it's slightly better than heroin use, and he may be alive for longer... but he isn't doing himself or his loved ones any favors.

Of course, I have no idea what other things he is doing to deal with his addiction (counseling for example), but IF this is his way of dealing with it, it's not going to do him any good long term.
