I'm not surprised because lots of people are crooks
people who are injured know it within a couple days at most and take efforts to get insurance companies involved so they can pay for the doctors. if they are seriously injured, lawyers may eventually have to get involved, but it's not a surprise to any of the parties involved.
people who are crooks wait until the evidence is stale and get lawyers involved immediately to strong arm insurance companies into a quick settlement. this sounds like the second case.
