The obvious easy and common sense answer is to simply give plenty finite of PTO.

What's plenty?  Negotiable.  Everyone needs a different amount.  Give everyone the option to have anywhere between 2 and 8 weeks per year and adjust salary accordingly.  Easy. Done.

Can't believe how dumb companies are about this.
