If this is the only time you will ever go there then I'd probably try to push to do both if you can afford to, but if you have the chance of going back in a few years time when kids are older then I'd probably just stick to Disney for now largely due to the age of your kids. As a family we've been out to Disney World but not to Universal Orlando (my wife has when she was a teenager). We plan on going back there in the coming years but are waiting until our youngest is at least 6 or 7 years old and will visit Universal at that time.
