They only called it a major because Pavelski was injured on the play
The explanation from the NHL admitted such. The hit itself wasn't dirty, there wasn't intent to injure and it didn't have excessive force, he just went down awkwardly because he was hit twice. It was an unfortunate situation.
The referee told the Golden Knights players that they we're calling it a major because the injury " looks pretty bad."
