The party not at fault will almost always call the police. Sometimes the at
fault party will want a police report too if they have full coverage so they can file a claim. I suppose if it isn't clear who was at fault and both parties have liability coverage they might elect to not report the accident. If it's a single vehicle accident they might just drive off too.
