On the longer races, the road records are faster than the track. On shorter races, the track records are faster. Although, as noted, roads can have vastly favorable conditions to be much faster than a track. On the road, you can run with the wind longer distances and can get more downhill to increase your pace. You can also run in a straight line instead of needing to turn. On the track, the wind is more of a neutral impact because you're running in circles. It's also completely flat on the track, which is good for pacing but without gravitational assistance.
