Oh yeah you HAVE to report that. At this point they have a

dangerous dog. If a dog has bitten that many people to where they are going to the ER, it’s a dog that is not being managed correctly and has no bite inhibition and aggression and/or fear issues and could lead up to fatal injury eventually. Sucks that they’re neighbors and friends but it’s more important to protect the neighborhood from being even more severely injured than to save a friendship.
