Just listened to Steve Phillips on Dog’s channel. Made perfect sense. This is all a ploy to get out of St Pete.
One thing I didn’t mention is that St Pete keeps stonewalling the team from simply moving the stadium into Tampa even if they paid.
This allows them to play early in Tampa when it’s nice then Montreal when the weather turns better there. It also likely gets Montreal to build a stadium just like mlb used Tampa to incentivize other cities to build - or else a move to Tampa. Anyway, Montreal builds, the rays threaten to leave. If they can’t get a deal in the Tampa st Pete area, a stadium is already built and they bolt. Ooooor they build and move in Tampa next to Raymond j and the yanks facility when the less is up.

I don't have a study but the Vegas stadium is a good deal. Pid for by tourist and increases tourism.
