Defeatist? Being a G5 built us into the program we once were. A dominant

program. You really think that we are going to be able to be a top tier P5 program with all the restrictions in place? We can't even get invited to a P5 for those restrictions. So what are we doing? We are neither a P5 also ran nor a G5 power. We are a forgotten program who has sailed an empty ocean without a sail for 10 years.
