I don't think either one deserved a penalty, but the fact that they got the Verstappen call right is a good thing. They shouldn't keep making bad calls just for consistency's sake.

It was a travesty what happened to Vettel, but it would have been a bigger travesty if Leclerc had been ruled the winner in Austria. And when it boils right down to it, Vettel at least has himself to blame for going off the track. He made a mistake. The mistake should NOT have cost him the race, but regardless, he made a mistake. Verstappen did NOT make a mistake and REALLY would have had reason to be pissed if they had taken that win from him.

By the way, I just think it's awesome that there is at least someone else here that cares and knows what it's all about.
