For 90+ percent of the lines they don’t care what the general public thinks
Because for more than 90 percent of the lines, including the BYU over/under, the general public isn’t going to bet nearly enough to make a difference in the big scheme of things.
For most lines, they set the line to not get taken to lunch by the sharp bettors. They are the ones that can turn an extremely low handle bet ( like the BYU over/under) into a huge loss
