especially in our oceans, and need to take steps to reduce it's use, especially in packaging and non-reusable applications. Private actions by individuals and corporations is better than government mandates. When this sort of thing becomes widespread, it will become second nature for people to carry a few reusable shopping bags around in their cars or whatever, so it's not really a big inconvenience, only a change in habits.
