Great article(s) on NPR about the costs of various bags--answer: no one solution
Basics:
You'd have to use a cotton reusable bag 131 times to have a smaller footprint than plastic bags--and that's 262 times if shoppers reuse their plastic bags.
Paper bags have a worse environmental footprint than plastic bags
The best option? Reusable polyester (or similar) plastic bags
