This is my opinion. Going for it on 4th and NOT getting a 1st down would be

giving Tennessee at least a FG, making BYU's slim chance of tying with a FG impossible, necessitating BYU score a TD with less than a minute to go.

I was not particularly keen with the punt, but I was even less keen with giving the ball up with such a short field for UT (if we failed to convert on the 4th down).
