Soccer isn't the #1 sport in any of those countries though. I'd say Mexico may be the biggest underachiever in countries with strong soccer cultures. They're by far the biggest Spanish speaking country in the world but they've never actually been contenders in the World Cup. They are consistent with getting out of the group stage though.

England and Spain also have the reputation of greatly underachieving in international tournaments. Although that changed with Spain about a decade ago and Englands team is quite strong right now
