There was a news article from one of the former UTEP position coaches
a few years after that game where he admitted to stealing the radio signals, I read the article, I believe it was copied into a cougar sportsline newsletter in the late 80's early 90's, I think you are okay to drop the word "allegations" when one of their coaches admitted to it on the record in a newspaper article.

Also, tapping in to the signals probably isn't the right word, all you had to do was tune into their shortwave band, my dad bought a shortwave radio and we would listen to the play calls for several years before that, that was all it took back in those days. BYU got scramblers the next year but still used the same band.
