It looks like he just lifts his left foot before he gets the ball in both hands.
I hate the way he plays and he gets away with a lot of 4 step moves, but I'm not sure that is one of them. That is part of the problem...he works on it so much and pushes the line....and steps over the line often without getting called.
I have no idea why they went away from the traditional HS/College way of calling it.
