Remove the Honor Code office and morality police and instead have bishops/clergy issue endorsements every semester/or year. No endorsement = no enrollment. Bishops should know who is living the standards and who isnt. If a student is not but they are trying to get better / striving to meet the standards / or going through the repentance process then keep the endorsement....if a student unwilling to repent/change/live the standards then pull the endorsement. I think this process would be better than having an HC office. But you are correct there still needs to be a standard of living the gospel to attend BYU I think. That's what makes it so unique.
