When feasible, yes. Sometimes they catch you by surprise though.
I once had a person from one of those mall kiosks grab my hand and start polishing my fingernail with some stone they were selling. Repeatedly telling them no, I'm not interested was the only thing that got them to stop. A week later my roommate came home with $100 worth of products from the same kiosk because he couldn't just tell them no.
