It does not prioritize sacks.  It is supposed to bait teams into running the ball, which you then shut down with aggressive LB play in the gaps and the edges at the LOS.  It gives up the 5-10-15 yard outs as completely uncovered as you saw repeatedly on Saturday.  It purposefully gives up those out routes on the premise that it is a hard throw to make, you maybe get a hold, an incompletion, a TO, pressure from your 3, or something that kills the drive.  It gave iti up on the 4th and 21 that AGG just dropped.  You tighten it up once you're approaching the red zone with the idea that you hold teams to FGs.  

Once a team drives down the field on 15 plays completing uncontested 7-yd outs all drive long then you must adjust.  Against Boise you fired Dayan into the backfield on blitzes a bunch of times.  Where was that on Saturday? He had to cover AGG, but give me a CB blitz or safety blitz once in a while.
