in my opinion there's only two possibilities here. Either you only knew that he was supposed to file that paperwork if you wanted to come back, or he didn't. my guess is probably that he wasn't planning on coming back so he really didn't pay attention.

I stand by what I said, and I also think the NCAA way overreacted to his mistake and did not need to suspend him for that many games over filing paperwork at the wrong time.
