I agree that ZW has a better arm and probably a much higher ceiling but one thing holding Wilson back is that he does make quick decisive decisions. He lingers in the pocket and gets antsy / happy feet and will force it or bail too quickly. Maybe watching from the sideline for a bit gave Wilson some good perspective and he'll come back better than ever
