As a transfer, he likely won't be eligible next year, so watch for him in 2021.
If he gets a waiver, great, but expect Rising and Shelley to be competing for the QB job next year (and maybe Jack Sears, although he hasn't decided on his transfer destination yet, Utah was one of his top 3 before he committed to U$C).
Powell also looks like a typical Utah Safety. Expect him to get a shot at QB, but when he actually appears in a Ute uniform, I expect it to be at Safety (or WR).
