One reason your thoughts aren’t entirely irrational:
If the defense always (or very often) bends a lot without allowing points, they’re yielding field position and contributing to the offense having less time with the ball.

That contributes to the offense needing to go further to score.

In fact, the above explains a lot about your observations of the offense moving the ball without scoring.
