The only way to put a hard limit on speeds is to put in photo cop
And I don't think anybody really wants that. I'm a fan of getting traffic to flow at a slower, safer speed than it currently does. I don't know what the solution is, but there's no way they're pulling people over for doing 5 over when plenty are doing 10 or more over.

Good luck with that. Write people for 1-5 over and they'll be able to fight that ticket. That's in the MOE of the radar.
